Help!! Passport Problem!?

Ok here's what happened...I stay in Hyderabad. I wanted to renew my passport, so I applied for renewal in September 2010. After 15 days, in Mid-October, the policeman came for enquiry. And then after 2 weeks, I checked the status on the website...it said "POLICE REPORT IS INCOMPLETE AND THE CASE IS BEING EXAMINED". I didn't know what it meant and i checked for update till 2-3 months more. Then finally I went to the Saifabad police station and they told me that the police case is showing as Clear and that i have to talk in the Passport Office for that. I went to passport office (after waiting in the queue for 4 hrs) and then at the passport office he told me that the police report is incomplete and they will send for police enquiry once again. Now it has been 3 weeks and no one came for enquiry. I dont know what is going on, and if i ask anyone, the government officials won't reply properly. Please tell me what to do, as i have to go for further studies in August. I am really worried and sad about this.
